A BOC-3 is a federal filing, required by the Federal Motor Carrier Safety Administration (FMCSA), that designates a process agent to receive legal documents on behalf of a transportation or logistics company in each state where they operate. 

It must be filed for after you receive your DOT#, without this you will NOT be able to get your operating authority.

This is a one time filing for each DOT # you acquire.
